How to Verify a Chinese Supplier Using the Unified Social Credit Code (USCC)

In China sourcing and international trade, the Unified Social Credit Code (USCC) is the essential first step to verify a China supplier's legal legitimacy and business registration. Functioning as the official 18-digit legal identifier for mainland Chinese entities, the USCC consolidates the business license, tax ID, and organization code into a single registry number.

1. 18-Digit USCC Structure Breakdown

Digit 1 (Registration Authority Code): Usually 9 for the State Administration for Market Regulation (SAMR), covering standard OEM/ODM manufacturing factories and export trading companies.

Digit 2 (Entity Type Code): 1 indicates an enterprise / corporation; 2 indicates an individual business / sole proprietorship.

Digits 3–8 (Administrative Region Code): Identifies the supplier's original registered jurisdiction and manufacturing hub (e.g., 310000 for Shanghai, 440300 for Shenzhen, Guangdong).

Digits 9–17 (Organization Code / Core Body): The enterprise's unique corporate sequential identifier.

Digit 18 (Check Digit): An algorithmic verification character (ISO/IEC 7064 Mod 31-3) used to immediately detect forged business licenses and typo tampering.

2. Critical Legal Red Flags in Supplier Due Diligence

Holding a valid USCC confirms incorporation but does not guarantee solvency or good standing. Before issuing wire transfers (Pre-Wire Due Diligence), international buyers must screen for the following risk factors:

Abnormal Operations List : Flags issues such as uncontactable registered office addresses, fake locations, or failure to file mandatory annual returns.

Litigation & Enforcement Records : Checks for active contractual disputes, unpaid court judgments, or frozen bank accounts subject to onshore judicial enforcement.

Paid-in vs. Registered Capital : Differentiates capital-backed manufacturing plants from thinly capitalized shell companies.

Before wiring procurement deposits, international buyers should obtain a comprehensive China Legal Risk Card to complete full entity screening and asset risk penetration.
